How do I get rid of pantry moths? They keep coming back.?

No matter how many of the pantry moths I kill, they keep coming back. I try killing all of them but I guess I miss a few. We can’t afford an exterminator so what should I do? Any other techniques? We had maggots or silkworms or something but I was able to get rid of those.
They come back every year… and can I please have serious answers?
